Several regulatory developments are set to take effect in 2026 across the Bureau of Internal Revenue (BIR), the Department of Labor and Employment (DOLE), and the Securities and Exchange Commission (SEC). Businesses are advised to take note of the following developments to maintain compliance.

Bureau of Internal Revenue (BIR)

Continued emphasis is expected on digital filing and payment channels, along with revised deadlines for select tax forms. Businesses are encouraged to assess their current bookkeeping processes in advance of these changes.

  • Expanded e-Filing Coverage — continued rollout of eBIRForms and eFPS requirements for a broader range of taxpayers.
  • Revised Filing Deadlines — updated timelines for select periodic tax returns, requiring closer coordination with internal or outsourced bookkeeping teams.
  • Stricter Invoicing Requirements — continued enforcement of official receipt and invoicing standards, including electronic receipting for qualified taxpayers.

Department of Labor and Employment (DOLE)

DOLE has issued updated guidance concerning labor standards and reporting obligations, which may affect payroll administration and employment documentation.

  • Labor Standards Compliance — updated guidance on minimum employment conditions and reporting obligations for covered establishments.
  • Occupational Safety and Health (OSH) — continued enforcement of workplace safety standards, with corresponding documentation requirements.
  • Contracting and Reporting Rules — refined guidelines on job contracting arrangements and periodic employment reporting.

Securities and Exchange Commission (SEC)

The SEC continues to reinforce requirements relating to corporate housekeeping, including the timely filing of the General Information Sheet (GIS) and disclosure of beneficial ownership.

  • GIS Filing Deadlines — continued strict enforcement of submission timelines following annual stockholders' or members' meetings.
  • Beneficial Ownership Disclosure — ongoing requirements for corporations to disclose beneficial owners as part of corporate transparency measures.
  • Penalties for Late Filing — increased scrutiny and penalties for corporations that fail to meet filing deadlines.

Recommended Actions for Businesses

  • Review current bookkeeping and invoicing systems for alignment with updated BIR requirements.
  • Update payroll and employment documentation to reflect current DOLE guidance.
  • Calendar all SEC filing deadlines, including GIS submissions and beneficial ownership disclosures.
  • Consult with a compliance advisor to assess overall readiness ahead of 2026.
